Ben Shepherd is the Principal of Developing Trade Consultants Ltd. His work with international organizations and development agencies focuses on trade facilitation, trade in services, non-tariff measures, and governance. He holds a PhD in economics from SciencesPo Paris, and was a Postdoctoral Research Associate at Princeton University.

Aid for Trade - Yonov Frederick Agah of the World Trade Organisation

In the Organisation for Co-operation and Development's Development Assistance Committee (DAC) meeting of 8 April 2014, Yonov Frederick Agah participated in presenting the review of the DAC's Aid for Trade programme. Yonov Frederick Agah is the Deputy Director working on development at the World Trade Organisation (WTO).



Yonov Frederick Agah was appointed as Nigeria’s Ambassador to the WTO in 2005. In that capacity, he served as the Alternate Chief Negotiator for the Doha Round and Head of Nigeria's Trade Office to the WTO in the Permanent Mission of Nigeria to the United Nations Office in Geneva. The Trade Office is responsible for Nigeria’s participation in Geneva-based trade-related international organizations, particularly the UN Conference on Trade and Development, the World Intellectual Property Organisation, the International Trade Centre and the WTO.

Dr. Linda Kleemann - Social business – a new private sector contribution to development

Dr. Linda Kleemann, Researcher at the Kiel Institute for the World Economy and Managing Director PEGNet (Poverty, Equity and Growth Network), spoke 13 March 2014 at the Development Assistance Committee (DAC) Development Debate "Social business - a new private sector contribution to development."

Dr. Linda Kleemann made three points:

1. It's an exciting global phenomenon and a potential resource to overcome social and environmental problems.
2. There are lots of risks and limitations involved - most importantly, it takes time and access to finance to build up social business.
3. How do we figure out which businesses have a social impact and how can we measure this?

Dr. Kerstin Humberg of McKinsey and Company on Social business â a new private sector contribution to development

Dr. Kerstin Humberg, Engagement Manager, McKinsey and Company, spoke 13 March 2014 at the Development Assistance Committee (DAC) Development Debate "Social business â a new private sector contribution to development".

Dr. Humberg made 3 points:

1. Social entrepreneurship - find market-based solutions for social sector challenges
2. Creating social business solutions is challenging. Initial losses are a matter of fact, and it takes time to see real results.
3. To overcome a core challenge, start bottom up. Ask what are target beneficiaries demanding, not what can your product do?

On 5 March 2014, Rintaro Tamaki,Deputy Secretary-General, OECD, moderated a panel on 'Goals, targets and indicators to inform coherent and integrated policy making' at the OECD's Policy Coherence for Development (PCD) in a post-2015 Era: How can PCD help advance universal goals and contribute to transformational change? Deputy Secretary-General Tamaki pointed out the importance of integrating OECD work across all topics into policy coherence.

OECD Post-2015 - Strengthening National Statistical Systems To Monitor Global Goals

The new development framework that will replace the Millennium Development Goals (MDGs) after 2015 will require a “data revolution”. PARIS21 (the Partnership in Statistics for Development in the 21st Century) offers a ready-made structure on which to found such a global partnership and begin co-ordinating a participatory debate on the data and capacity needed worldwide to rise to the challenge of monitoring the post-2015 development framework.

OECD Post-2015 - Jean Touchette On Measuring & Monitoring External Development Finance

As the international community develops a new framework to replace the Millennium Development Goals (MDGs) after 2015, a funding strategy will need to be put in place to support them. This will require a sustained global effort that maximises both public and private sources of finance.

The Development Assistant Committee (DAC) is already working to modernise its statistical system for monitoring and measuring external development finance and is working with the United Nations (UN) and the wider international community so that the revised system is well placed to support the attainment of post-2015 goals.

OECD Post-2015 - Geraldine Ang on universal access to sustainable energy

Universal access to sustainable energy is essential to support the post-2015 agenda. Achieving universal energy access is essential to the post-2015 goals framework that will replace the Millennium Development Goals (MDGs). Access to energy is central to human well-being and a key factor in poverty reduction. Although energy was not explicitly featured in the Millennium Development Goals (MDGs), there has been a growing recognition that access to sustainable and reliable energy is critical to achieving them: improving women’s and children’s health, broadening the reach of education, allowing households to cook and heat their homes, and enhancing agricultural development and food security. As the United Nations (UN) Secretary-General has said, “Universal energy access is a key priority on the global development agenda. It is a foundation for all the Millennium Development Goals” (UN, 2010).
